Handbook of ClimateChange and India: Development, Politics and Governance

How do policymakers, businesses and civil society in India approach the challenge of climate change? What do they believe global climate negotiations will achieve and how? And how are Indian political and policy debates internalizing climate change? Relatively little is known globally about internal climate debate in emerging industrializing countries, but what happens in rapidly growing economies like India?s will increasingly shape global climate change outcomes. This Handbook brings together prominent voices from India, including policymakers, politicians, business leaders, civil society activists and academics, to build a composite picture of contemporary Indian climate politics and policy. One section lays out the range of positions and substantive issues that shape Indian views on global climate negotiations. Another delves into national politics around climate change. A third looks at how climate change is beginning to be internalized in sectoral policy discussions over energy, urbanization, water, and forests. The volume is introduced by an essay that lays out the critical issues shaping climate politics in India, and its implications for global politics. The papers show that, within India, climate change is approached primarily as a developmental challenge and is marked by efforts to explore how multiple objectives of development, equity and climate mitigation can simultaneously be met. In addition, Indian perspectives on climate negotiations are in a state of flux. Considerations of equity across countries and a focus on the primary responsibility for action of wealthy countries continue to be central, but there are growing voices of concern on the impacts of climate change on India. How domestic debates over climate governance are resolved in the coming years, and the evolution of India?s global negotiation stance are likely to be important inputs toward creating shared understandings across countries in the years ahead, and identify ways forward. India's vibrant civil society sector has become a powerful symbol of political participation in the country. It comprises a wealth of media organizations, caste and religion based associations, farmers' groups, labor unions, social service organizations, and an almost limitless number of development organizations. Given this vibrancy, it is difficult to grasp the characteristics of civil society at the transnational or even the national level. Delving beneath the progressive surface to the local level, one finds a murky and multifaceted world of competing interests, compromises, uneasy alliances and erratic victories. The Politics of Collective Advocacy in India critically examines the enormous gap between the ways collective action in India is studied and the ways it operates "on the ground" It identifies what influences the relative success or failure of different movements; the tools activists use to overcome obstacles; the traps that derail efforts to frame, politicize, and act on certain issues; and assumptions about particular forms of action. River Weeps The, - Life and Sexuality in a City Slum

This novel is a story about Lata, a handicapped, working class woman who was born and raised in a slum in Pune city. The novel traces the trials and tribulations, the joys and sorrows, the hopes and dreams of her life as a working class woman. Destiny brought her into contact with a middle class woman activist Tara and her life begins to change. She throws off her shackles and chooses freedom; freedom to change, to be different, to earn for herself a place in society. Lata spent many days of her youth near the Mula river that flowed beside her slum. The river and all the life around it, were her silent friends. She talked to the river and derived consolation from it. She went to the river in times of distress and in times of joy. When her dreams seem to fall apart, it is only the river that can free her. The novel briefly narrates the stories of women from both working and middle classes whose lives weave into and out of Lata's life. Poverty and patriarchy, violence and politics, take their toll on the women's lives and happiness. The novel attempts to lay bare their angst, their inhibitions, their compromises, their sexual and financial compulsions. There is bonding and sisterhood as they attempt to organize into a group in order to take on their tormentors. Some succeed and others fail.

Family Planning A Global handbook for providers

The job of family planning remains unfinished. Despite great progress over the last several decades, more than 120 million women worldwide want to prevent pregnancy, but they and their partners are not using contraception. Reasons for unmet need are many: Services and supplies are not yet available everywhere or choices are limited. Fear of social disapproval or partner's opposition pose formidable barriers. Worries of side effects and health concerns hold some people back; others lack knowledge about contraceptive options and their use. These people need help now. Millions more are using family planning to avoid pregnancy but fail, for a variety of reasons. They may not have received clear instructions on how to use the method properly, could not get a method better suited to them, were not properly prepared for side effects, or supplies ran out. These people need better help now. Moreover, the job of family planning never will be finished. In the next 5 years about 60 million girls and boys will reach sexual maturity. Generation after generation, there will always be people needing family planning and other health care. While current challenges to health throughout the world are many and serious, the need to control one's own fertility probably touches more lives than any other health issue. It is crucial to people's well-being, particularly that of women—and fundamental to their self-determination.

Constructing Agrarian Alternatives -How A Creative dissent project engages with the vulnerable livelihood condition of marginal farmers in

Many of India's small and marginal farmers are under distress and have to deal with scarcity of various kinds - they are in a highly vulnerable condition. This dissertation studies the development of the Non-Pesticidal Management project (NPM), a project geared towards improving the vulnerable conditions of marignal farming communities in Andhra Pradesh, India. NPM runs in a long tradition of civilian social engagement that utilizes the method of creative dissent, which combines critiques of a particular (societal) condition, technology or mainstream policy with elements of creative and innovative work. This book traces the history of the creative dissent project NPM, adding an empirical exemplar to the existing research on creative dissent. Moreover, it contributes to the theoretical understanding of creative dissent as a method for the construction of (agrarian) alternatives for vulnerable marginal communities.

Training of Trainers Manual on Water and Democracy

Water and Democracy Programme In October 2006, the Church Development Service (EED), in collaboration with Centre for World Solidarity (CWS), called for a partner consultation for a discussion on water issues. This discussion aimed to share experiences and to explore possibilities of joint cooperation and action. Since the need for a common platform was shared by all organisations working on water issues in South Asia, a project named "Water and Democracy: Towards a civil society action on water issues at South Asia level" was initiated in cooperation with CWS. This programme is a joint initiative involving more than 50 partner organisations in South Asia. It aims to facilitate good practices in water management, support people's struggles for the right to access and control water as a common natural resource through participatory water monitoring, capacity building, lobbying and advocacy action, knowledge and information sharing. The capacity building component has had a far reaching impact and is one of the foremost activities of the Water and Democracy programme. As an organising partner in the South Asian dialogue on water issues, Centre for World Solidarity (CWS), Hyderabad is responsible for managing the Water and Democracy Programme.

The subject of this dossier of Transform ! is the alter-globalisation movement. This movement can be considered one of the major political innovations of the late the 20th century. It is within it that the new forms of capitalist exploitation and economic imperialism through liberal globalisation have been first analysed and combated. It has a two-fold origin, which from its inception allowed it to articulate economic and social concerns in close connection to environmental issues. As regards the first dimension, struggles against the destructive effects of economic free trade, in particular through treaties like NAFTA1 in North America and, especially, the Treaty of Marrakesh establishing the World Trade Organization (WTO), led to the formation of organisations in all continents, including a rapidly growing involvement of labour unions. This process peaked materially and symbolically with the huge demonstrations which accompanied and largely blocked the Seattle WTO ministers' conference in December, 1999.

An India That Can Say Yes - A Climate-Responsible Development Agenda for Copenhagen and Beyond

Climate change is one of the gravest crises facing humanity. It is already affecting millions of people, especially the poor in the developing Global South. Yet, the international community has failed to mobilise an adequate response to it, which demands a comprehensive, strong, legally binding agreement, with rapid and drastic reductions in greenhouse gas emissions, massive adaptation efforts, development of low-carbon technologies, and radical lifestyle changes. The industrialised countries of the North have refused to fulfil their obligation to reduce emissions and are reluctant to undertake legally binding post-2012 commitments. The South says it cannot reduce emissions without compromising on economic growth and human development. Is there a way out of the climate negotiations impasse which can prevent irreversible climate change and yet promote equitable development and poverty eradication? This book shows that climate-responsible development is both possible and necessary. It analyses the climate negotiations process, North-South and rich-poor fault-lines, flaws in market-based approaches, and various burden-sharing proposals focussed on developmental equity. It argues that the rich in the South should be brought into the mitigation net and "emerging economies' like China and India must join the global climate mitigation effort even while maintaining the principle of North-South differentiation in responsibility. The book subjects India's climate policy and negotiating stance to a critique, analyses the National Action Plan on Climate Change and its eight Missions, and proposes alternative equitable approaches. Instead of hiding behind the poor, and refusing anything other than a per capita emissions norm for burden-sharing, India can and should take far-reaching mitigation and adaptation measures while focusing on raising the living standards of its poor and defending North-South equity globally. It proposes a practical agenda of action related to grassroots concerns and people's mobilisations on livelihood issues which are adversely impacted by climate change.

They are now similarly underestimating the speed at which India's economy will close the economic size and power gaps. This book shows, why and how a tripolar global power structure will emerge from the current confused system variously described as 'multipolar', 'apolar', pluripolar', 'West and the rest' and 'unipolar with an oligopolostic fringe'.
